Obama has hidden behind his claim of issuing a very low number of executive orders. This, although technically correct, is deceitful but in reality it is very misleading. The record shows from policy on gun control to immigration and labor regulations, Obama has issued more presidential memoranda than any other commander-in-chief in history. As recently as Tuesday, he used a memorandum to declare Bristol Bay, Alaska, off-limits to oil and gas exploration.
Obama has so far issued 195 executive orders. Published alongside them in the Federal Register are 198 presidential memoranda — all of which carry the same legal force as executive orders. Though Obama has been prolific with memoranda, he has insisted he's used his executive power less than other presidents.
"The truth is, even with all the actions I've taken this year, I'm issuing executive orders at the lowest rate in more than 100 years," Obama said last July. "So, it's not clear how it is that Republicans didn't seem to mind when President Bush took more executive actions than I did."
Obama has already signed 33 percent more presidential memoranda in less than six years than Bush did in eight – and 45 percent more than the last Democratic president, Bill Clinton.
Putin has learned the art of blaming others for the consequences of one’s own actions. This is an inherent trait of all dictators including Obama. Obama is still blaming Bush and of course the “do nothing” congress.
Putin has grave economic problems; many of these are of his own making while some are also directly related to the drop in the price of oil. It is estimated that the Russian government needs oil to be at $102 per barrel for it to balance its budget. Putin’s country is suffering from a badly mismanaged economy as well as some overly aggressive and poorly calculated foreign policy actions.
Putin lashed out at the West on Thursday for causing his country's economic crisis, saying it would take two years to recover.
"Sometimes I think, maybe they'll (the West) let the bear eat berries and honey in the forest, maybe they will leave it in peace," Putin said at a news conference in Moscow, using a metaphor to refer to Russia's famed symbol. "They will not. Because they will always try to put him on a chain and as soon as they succeed in doing so they tear out his fangs and his claws."
Of course, no dictator is responsible for the results of their actions. This is taught in Dictator 101. Both Obama and Putin receive an excellent as their grade.
The difference we see between these two is in their ability to negotiate with nations who the world perceives as their enemies. Putin would be rated as a “man’s man” and Obama would be rated as a “girlie man” per Arnold Schwarzenegger.
