How was government supposed to perform based on the way it was originally designed? The founders established a government designed to move slowly and designed to limit power in the control of one individual or even one branch. The government was established to have different people elected at different times. Unlike many systems where all members of a government are elected at the same time, our government staggers elections so new members of congress are elected on dates that can be different from when the head of state is elected.
The government was established so that not only can we but most of the time we have had divided government; that is people with different philosophies from the head of state control one or both houses of congress. Even when a member of congress is of the same philosophy as the head of state or even the leaders of his house, the member is not under any constitutional mandate to support either the head of state or the leadership in congress.
The founders intended also that legislation should be difficult to pass. They asserted a new law should be debated and any action should be deliberate. The passage of recent legislation such as the Stimulus, Obamacare, and Dodd-Frank were passed by a dysfunctional congress; that is a congress that did not deliberate and debate. Congress did not even read these laws and they and the country were not sure what was in the law. That is clearly dysfunctional based on how the founders intended congress to perform.
Do not fall into the politically correct trap once again and allow the Marxist/Progressives to control this discussion. When you are told that Washington is dysfunctional, explain that Washington is functioning properly. It was operating in a dysfunctional manner when Obama’s damaging legislation was passed.
